If I share my review 360 link and my subscription expires, will others still be able to access the link?

No. As per the Terms of Service (https://www.articulate.com/360-terms-of-service/ ), access to Rise and Review is discontinued when a subscription expires. The content will be kept for up to 6 months and will be restored if the subscription is renewed within that time. Otherwise, it will be permanently deleted.
You can keep and use any published files. However, if you want a course to be accessible to others, you'll need to publish it for the web for use on a web server. It's up to you to find one that suits your needs.
