Correct me if I'm wrong but it is not possible to transfer ownership of a Rise360 item if they are not under the same team license.
To do this you must "copy" at which point what happens to references to question banks on the destination copy?

You can transfer content to a different owner as long as they are included in the list of Collaborators for your course. Collaborators do not have to be on the same team. They just need an Articulate 360 Teams subscription.
To answer your question about Question Banks, they are only visible and manageable to the course creators in your organization to whom you've given access.
