Rise course with Storyline block quiz not completing

Hi -
I have a Rise course with a Storyline block quiz.  I followed these steps to publish and set up my quiz and course. 

When testing in SCORMCloud I do not get a completion even though  I passed the quiz.

I also get this error:

• The external metadata referenced at /courses/UZX8BXTAK8/energy-blockchains-explained-deloitte-v-2-0-scorm12-zrM9zt2q18d96715-396b-4603-b907-e3f4fafc174d/0\metadata.xml could not be opened. How can I fix this?
