There are two zoom buttons that are available in Storyline 360. One is the the 'Zoom Picture' shown in this screenshot:
And the other is a button to add a Zoom region button, shown here:
Can you clarify which one is missing for you so we can better assist you? Please provide a screenshot of where the missing button is position so we can identify which one it is exactly.
