You could hide it by placing a shape over top of it that is the same colour as your background or whatever. When you want to reveal the scrolling panel you would just hide the shape.
We do not have a homogeneous background... What I wanted to have is a kind of a tool box where our developers can copy objects from, eg dropdown list boxes. In that case all boxes will have the same look and feel. By putting all on layers, it becomes a bit more difficult copying them from one slide to the next. I've implemented them on layers as many of you seggested and wrote some guidenace for the developers.
In any case I've sent a feature request, it might be implemented one day...

...you could also just place it on the timeline and animate it in?
This is assuming it is based on a time-related activity and not (for example) a choice.
Or put it on a layer and hide the layer
