Downward Compatibility?

I modified an interaction created in Engage 09 with the newer software, Engage 13.  When I sent it back to my co-worker (still using version 09) he was not able to open the file.  Is the newer version not downwardly compatible?  If not, can Engage 13 save to the older format?
