I cannot open Articulate Engage 13 in my newer computer

Description of the problem: After I click on Articulate Engage 13, to open it, it will freeze part-way through the opening, but will never open. I am including an attachment shot. I am quite anxious as I have already began teaching my course!
What have I tried so far: I received and followed the kindly given instructions below, but they did not work. In fact, my inability to properly Studio 13 in my newer computer led me to purchase Articulate Storyline 3 (but that did not help as I cannot import Engage files if Engage is not in my computer, but by the way, Quizzmaker files import fine).

One of the most important steps to do is to temporarily lower the UAC setting in your computer while performing the installation. It may also help to also temporarily disable any anti-virus applications that you have running in your computer, since there is a possibility that Studio '13 may be being falsely flagged as a malicious application."
