I would like to set up a small section of e-learning which has a video, but I would like to ensure that the learner has watched all of the video before showing complete on the LMS.
My suggestion would be to set the Playback Mode as a Presentation if this is how you would like the course to present itself.
Presentation: This option advances the interaction automatically, in order, without any involvement from learners. Each step will display as long as it takes to complete the audio or video for that step. Steps that don't contain audio or video will display for the number of seconds you specify.
You will set this requirement during publish. What I shared above prevents the user from going past the material without viewing and during publishing, you set what the LMS needs to consider when tracking:

I had a go at this and I still can't get what I am trying to achieve.
I would like to ensure that a person watches the whole video before they are allowed to show complete on the LMS.
I have also attempted to do this on Storyline but it still allows the user to launch the module, watch a few seconds of the video and then sho as complete...!
Ok thanks. I have resolved the issue of completion by adding an extra slide which forces the user to watch the video till the end.
however, when I stop mid way through the video, and relaunch, it restarts the video from the beginning. Is there a way of restarting from where the video stopped?
Hi Gary! I apologize for not getting back with you, I must have missed your response.
Engage does not resume or bookmark where the video left off, just puts user back on the slide that they were on and they could scrub back to where they were if the controls are available.

Hi Leslie,
Thank you for your answer. I will have a go at this.
Will this enable the user to bookmark the video also and only show complete once the video has been watched?

Very frustrating.

Hi Gary! Have you tested the content in SCORM Cloud to help determine if it's a setting in the course or a setting in your LMS?
If you need us to have a look, you are welcome to share the .intr file here.

Hi Gary!
Here's how to change the resume behavior in your Articulate Engage '13 player.
Hi Leslie,
Thanks for the info - I am trying to ascertain if the video can be bookmarked at a point within it.
So if I play the video 15 mins and stop, can I set up a bookmark so it will resume from that position?
Thanks again,
Gary
