Local Copy of Web Page via Web Object

I've made a copy of a web page and saved it as an index.html and inserted it into Presenter as a local web object. It works like I want it to - users will see this web page even though they don't have internet acess and will be able to scroll down the page like a regular web page and view the information.  However, I'd like to be able to disable the hyperlinks on the page. Users that do have access to the internet will be able to click the hyperlinks and acess other web pages.  I want the experience to be the same for users who don't have access to the internet and can't click on the hyperlinks. The purpose is just to have this web page that has a summary of information that they can scroll down and view.

Does anyone know if there is a way for me to modify the index.html code and disable the hyperlink function in my local html saved file?  Here's the web page that I'm working with: http://privacy.wi.gov/laws/toc.html
