We have 30 questions. Is there a way that the user attempts each question, if answers incorrectly, it continues to the next question. Only if user fails the whole quiz, that it is able to allow the user to retake the whole quiz again. Meaning, the whole quiz is multiple attempts.
We have done the following settings, it is able to return to the beginning of the the quiz, but unable to attempt the quiz again.
Each question: 1 attempt
Edit Properties "On failing, Finish button": goes to the beginning of the quiz

Are you utilizing Quizmaker '13?
You need to be sure that you specify the number of attempts on the Failure Layer as shown here:
