Flash Player issue with Quizmaker

Haven't seen this particular product issue addressed so am placing the question here in the hope someone can help.  Our company purchased Articulate Quizmaker (along with Engage and Presenter) and all worked fine until very recently my staff told me the program won't open.  They get a pop-up dialog box instructing them to download Flash Player 10 or higher in order to run Articulate Quizmaker '13.  We downloaded the file but still won't work.  I uninstalled Flash Player and reinstalled it off Adobe's site, but still not able to open Quizmaker.  Currently have Adobe Flash Player 16 Active X installed.

Any thoughts?
