Hotspots Question Hanging Up in Preview

Trying to test out Hotspot. This is my first time making one and when I go to preview my question and click anywhere on the picture I loaded in it just gives me that Hotspot signaling circle with a little spinning hour glass in the middle. I've tried it a few times and impatiently closed it. I've now had it up for 5 minutes and it's still just spinning...

I can't tell if this is actually working, will it work once it's Published? I'd hate to wait all the way to having it published to check if it's working right. I'm pretty sure I've done everything right. I have the question entered. I inserted my image. I Selected a Hotspot. And then I tried previewing it and it looks good. The entire image is clickable, but it can't seem to figure out where the Hotspot is...

Well, maybe nobody said anything cause the didn't want to make me feel stupid, but I figured out what the problem is...seeing as it was the first time I've ever done a Hotspot question I figured it moved on once you clicked the image. Apparently it just does the circling to signify where you have selected and then you must click the submit button to finish answering the question.
