I am wondering if articulate 2 or other articulate version has the possibility to permit the users to retake a failed test but with whole new questions.
If a user has failed the quiz, are you looking to reset this from your LMS or within the course itself?
Both Storyline and Quizmaker have a "Retry" button as an option from the Results slide. That would bring the user back through the course and allow them to retry the quiz questions. It won't necessarily give them new questions, but if you were using a question bank you could allow that to use the Random set up and it'll treat each visit as new, and could present some new questions.
