You can add a quiz timer to your quiz as shown in this tutorial. I'm not sure how you plan on tracking this though as this simply controls the time 'allowed' for the quiz and is not really a factor of performance/grading.
Perhaps someone in the community has done something similar.
Neither Studio '13 or Storyline have an option to include a timer for each individual question. You're welcome to share your thoughts in the form of a feature request!

This doesn’t really add the possibility to have a little competition.
In the earlier version one could set a time limit for every question separate. This isn’t possible anymore?
Does story line offer other options?
