The Flash content will always be included as a part of your published output, but if you point to the quiz_html5.html file in the published output that would bypass the Flash version. You'll just want to make sure that you're viewing the content in a supported HTML5 browser.
I don't know how to point to the quiz_html5.html file. When I publish, I choose "zip output". And I upload the zip file to moodle. Moodle does the job of unpacking the file.

That's a pity, as many problems we're facing are due to flash plugins compatibility. It seems flash will no longer be used in a few years.
It seems that some of your competitors allow for html5 only output.
Sorry Andre - I didn't realize you were loading into an LMS, as far as I know there isn't a way to grab that link than within the LMS, but you could reach out to Moodle to see if they have any ideas.
