I don't believe it's currently possible to include a decimal within the point value for a selection in Quizmaker. If you attempt to do so, Quizmaker won't insert the decimal - for example, if you enter 3.5, you'll end up with 35. I think it is because the score is rounded and displayed as a percentage at the end of the quiz.
If you'd like to see more options for partial points in Quizmaker '13 or '09, I'd recommend sharing your suggestion with our product development team.
