At this time, Android and Windows phone are not currently supported by our software. Because Studio '09 content is flash-based, any mobile viewing will be hard pressed to accomplish. Adobe is no longer supporting flash on Android and I believe that Windows Phone doesn't include it either. Mobile is going to be dominated by HTML5 content and that's not currently possible with Studio '09.
Support for Android and Windows Phone would make a great feature request.
Being able to publish to HTML5 in Studio will be possible with the new upcoming version.
Have you taken a look at Storyline? It can handle HTML5 publishing now and it's possible to import Studio '09 content into it. A free trial is available from this website.
Check out this link here for more information. With regards to publishing in HTML5, my experience with Android varies. It will work on some phones and tablets and others some things will go wrong. I couldn't tell you with regards to Windows Phone. With all of that said, Storyline would be your best bet at this time to at least get something out there to test on both types of phones.
