In order to allow retries on your quiz, it needs to be part of a Presenter course. Here's a tutorial on inserting a quiz into a Presenter course, including instructions on how to set the number of attempts allowed.
If you need to publish the quiz as a standalone option, Jeanette has a good idea in this older thread on how you can workaround inserting it into a Presenter course.
