Currently Articulate Quizmaker ’09 does not support right to left languages. Before Flash Player 10, support for right to left languages has not been supported by the Flash Player.
If you are interested in having support added for right to left languages such as Hebrew and Arabic we would be happy to hear from you. You can add a feature request to have right to left languages supported using our Feature Request form.

According to the Articulate Studio 13 preview page, right to left language support will be included.
