Do you have an example or screenshot of what you'd like to build? Quizmaker '09 doesn't really offer a question type which allows you to drag and drop multiple items onto customizable locations on the screen... however, if we see a screenshot of what you have in mind, we might be able to suggest a different way to design the question.
