Is it possible to create a sequencing question in which two steps can correctly be placed in wither 1st or 2nd place as long as they both occur prior to the 3rd step?
I think you would find you would need to build a custom interaction to ensure step 1 and 2 are interchangeable. Attached is an example I have build to show triggers. I hope this gives some ideas.
