Just read the excellent article on Specifying Quiz Attempts, but I'm puzzled as this seems only available for a Quiz inserted into a presentation, rather than for a standalone quiz. Is that the case or is there a way to do this for a straight-up QM quiz?
I'm not sure if you've seen the tutorial below, or not, but it Quizmaker does allow you to specify the amount of attempts for the quiz on standalone quizzes:

It seems strange that this feature wouldn't be available on the main quiz-making application. Is there a reason for that?
Correct, I meant to specify that it was only for single questions, but looking back it looks like I forgot to mention that. I apologize. Unfortunately, with standalone quizzes, it's not currently possible to modify the overall quiz attempts. The only way to do so is to insert a quiz into Presenter, as far as I know.
Here's some additional information I found that may be helpful - or at least shed a little more light:
If you have inserted a quiz into your Presenter '09 presentation, you can specify the number of attempts that the user is allowed for that embedded quiz.
However, limiting the number of attempts for a Presenter presentation, a standalone Quizmaker quiz, or a standalone Engage interaction is not currently supported. You may need to contact your LMS provider to determine if your LMS has the features necessary to limit the number of attempts for content items.
Fortunately, I had a few 'intro' type Blank questions in the quiz, I'm just going to pop them into a Presenter presentation and add the quiz with retries. Easy workaround! Thanks again, Christine.

In order to allow your quiz to be attempted a specified number of times, you would need to insert the quiz into Presenter:
