I don't see a preview in the screenshot you provided. What I see, I believe, is the form view of the quiz. There won't be a "submit" button in this view.
When you click on the "Preview" button along the top, does the quiz load and allow you to actually answer the question? Or is the preview not launching?
If you're previewing and the submit button doesn't show, are you able to attach the .QUIZ file here? I'd be happy to take a look and see what's happening.
