There has been a recent update within Articulate Storyline and allows you to change the accessible focus colour. I have included a screen image to indicate how this can be changed within the 'Player' function.
From an accessibility point, can anyone recommend a colour or you have opted to use within your development?
The important thing about the focus color is that it should be high contrast to your background color. So, if your slides have a white background, the focus color should be dark or highly saturated, and vice versa for a dark background.
You can check the contrast between two colors (your background color and a possible focus outline color) easily at contrast-ratio.com or the WebAIM Contrast Checker.
