Alt Text and the Translation Document

Hey Y'all,
So I'm exploring ways to more quickly analyze the alt text in my courses by using the "translation" feature. As I've been poking around, I've discovered a weird quirk.
In my example (360 Review) , I have 2 items:
- A flower vector I imported as a freeform via PowerPoint, and-
- A car icon I imported via the insert function.
When I run a translation document from the course (available in the 360 Review resources or in the attachments here), item 1 flower freeform has two alt text cells-
- Just for the blossom
- For the normal state
- and it seems odd to me that there are two cells when there is only one state. I do appreciate that different states get different cells; but why differentiate between the object and its normal state?
Meanwhile, the inserted car icon, even with its accessibility features turned on, does not get a cell in the translation document table. If I was to translate this course, would I have to manually edit each inserted icon's alt text?

The expected behavior in this case is for the object AND the normal state to show in the exported Word translation document. This means that for your flower vector image, it is normal to have something like this:
I did find it unusual that the car icon didn't appear in the exported translation file, so I redid the alt text so that it appeared as black instead of gray, and doing this allowed the icon to be included in the exported Word document.
This is what the alt text should look like for it to be included in the exported Word translation document:
