As the title suggests. Such an easy patch for Articulate Storyline, I don't don't understand why it's not in the product yet. Please add this to a future update, I'm sure others agree.
In the meantime, Superhero Phil Mayor has a workaround.
Double-click on the state that needs a transition. Now in edit mode, cut the object and paste it back in. Then add a transition, such as fade. Click Done editing states. This works in many cases.

Glad I found this thread. I'm new to Storyline, and on my very first project, I ran into the need for this feature (fade transition between states). Would have been a huge time saver.
