I tried to put the spin on it upon hover. I got it to work, but then when I tried it on a layer when the layer appears it starts spinning (instead of hover).
Would you be willing to share that slide with us? That way, we can make changes directly to your file to help you achieve the animation you're going for.

Hi Jeni,
What you can do is:
1. Make a copy of the object.
2. Animate the copy how you want
3. Paste the animated version into the hover state of the original
(Remember to delete the original button/object in the hover state).
Maybe adding animations to states should be a feature? I've used this technique to do slow fades and other effects on objects.
I have added a storyline file so you can see the effect, hope this helps you out in some way.

I totally agree with Jeffrey, I would go in the same direction and leverage state changes;
another way could be to use a circle motion path, set the size of the circle 1px/1px and add a trigger to move the object when mouse hover.
