Any Way to Generate a Command Based on a Storyline Quiz Result?

I am trying to integrate certificate of completion generation using a Storyline Quiz.  What I am looking to do is pass a parameter, either using the insert web object function or some other method, that, when a student passes a quiz with 70% or better, the quiz will generate that function which will then pass along the parameter and send the command to generate a certificate.

We have the certificate generation part, which happens outside of the Storyline course/quiz, covered, and the programming set up to receive a command and take care of this.  I just need the quiz to say "Ok, this student received a 75% on this quiz, I will now generate a web object (other some other function) that will communicate (with a specific URL or whatever means we can use) to the outside program to create a certificate of completion for this student."  

Is this kind of logic within a Storyline quiz possible, and if not, is there another way to achieve what I am looking to do?  Let me know if I can be clearer in my explanation.  Thanks for any help.
