I've had two people report that a 60 minute timed test was going at almost double the speed as normal clock/stopwatch speed.
I timed it and it matches my phone time exactly. Not sure what's going on or how to go about troubleshooting...they are both using different browsers and different internet environments (office and home).
I couldn't reproduce the issue on my end, which is the same experience you had as well.

When the users tested the course, was it hosted on the web, Review 360, or a Learning Management System?
Would it be possible to share the .story file either publicly here or privately through a support case so we can investigate what's happening?
It was hosted through the Absorb LMS.
I have attached the .story file, since there is no proprietary information in the course.
