Hey Bill. This is browser dependent. For instance, IE will open a Word doc (most of the time) whereas Chrome or Firefox will download it. Image files, JPGs, GIFs, PNGs almost always open in most browsers. PDFs will open in some (Chrome has a buit-in PDF engine). So you see it's really hard to predict what will happen in all cases.
There are a few ways to address this but the simplest, and most ideal solution, is to put it into a zip file. Almost all browsers will download a zip. Not ideal, but it does accomplish the aim.
