Base Layer visibility

I just switched from Storyline2 to 360 and am having difficulty getting my base layer to show any content when adding a new layer. I want to see the base layer items and be able to turn off the individual items I don't want visible from the Base Layer timeline.

When I add the new layer, all I get is a white screen. I have clicked the EYE icon to LOCK the Base Layer and have unlocked the new layer but nothing changes. I still only see the white screen on my new layer.

What am I doing wrong here? Should the base layer be locked (eye icon showing)  and the subsequent layers be unlocked (no eye icon) to see the base layer content?

This is very frustrating!  Can you all please make this function like it did in SL2? I have just spent 30 minutes looking up how to get this to work and am having NO luck.

I though it might help to show you screenshots about my message above. In this example, I show my Base layer as locked and Layer 1 unlocked. I want the black background and buttons to show on Layer 1. However, none of my Base Layer content shows on layer 1.

Am I using these settings incorrectly?

Try taking the tick off Dim and check the layer properties panel if it is set to hide objects on base layer. Also right click format background of the layer and play with the hide background graphics option. 

If that doesn’t work maybe upload the slide and someone can take a look for you
