Building for multiple screen sizes

Hi all,
I have seen a few discussions on the fact that HTML 5 doesn't support browser resizing. This concerns me as I am starting development on a project that needs to be delivered via an LMS to a wide range of devices and screen sizes.
We are looking at desktops/laptops with resolutions of 1920 x 1080 down to some older wide screen monitors with lower res. (1280 x 1024, 1680 x 1050).
In addition we also need to allow for iPad 4 Mini.
I have three questions:
- Recommended publish output ie. HTML5 with Flash fallback etc.
- Recommended Story Size
- Recommended Player settings ie. Browser behaviour
A lot to ask I know! This is a frustratingly difficult area which I'd hoped HTML5 would fix...
Note: This is being built in Storyline 3.

Thanks Matthew, some good high level info in these. I'm needing some more specific advice however, especially with the HTML5 browser resize limitations. Cheers.

I think this conversation shares some good information and ideas from your fellow community members and is applicable to Storyline 3 as well.
Hi John,
I'd start by reviewing the info here on how you can set the player and browser sizing, and take into account what items you include in the player for overall size.
Also, with your iPad output, Storyline courses will adapt to different sizes and screens for responsive output on a mobile device.
There is no "one size fits all" for course size and design though, as, in addition to your learner's screen sizes and devices, you'll also want to take into account what's on the slides. Will it be text heavy, very detailed images, or other things that would be difficult to see on a small screen?
I'd love to hear thoughts from other Articulaters, on how they're accommodating learners on various devices!
