When you click the images on the base, the text describing the image appears, although you may want to add additional text. So what you want is to be able to click an image  when a layer (not the base) is showing, and have a different image and text appear. You already have all the work done, all that's left is to copy the triggers from the base to each layer. See the video to see how to do this.

I'm not sure about the title to this post.  Button sets are used when you want the learner to be able to select only one of several buttons at any one time, and when a different object of the set is selected, all the others are deselected. In this case, every time an image is clicked, new pictures and text show. So there is no possibility of selecting two images at the same time. You don't need a button set.
