If you add the button to your primary slide master, it should appear on every slide in the project. If you have more than one primary slide master, you'll need to add it to each one.
Frank, the slide master and a default set of layouts is built-into any Storyline project, even if you start with a new project and then add one slide at a time. Go to View>Slide Master View to view (and edit as required) and the master with various layouts.

Unfortunately I did not have a master slide (rookie). I created 1 page at a time.
