Where is the HTML file hosted? If it's already on a server or similar, you could just link to it? If it's located on your local drive you could still link to a file and Storyline will pull it into the course upon publish.
If I'm misunderstanding what you'd like to do - and you need to insert the file into the published output folder, then I'll defer to the community as it's not something I can assist with.
