This is done with rectangle shapes, but SL makes if quite easy to manipulate them. You can easily select whole columns or rows and move or adjust the sizes as needed. The automatic aligning also makes is fairly easy to get them to line up properly.
Apologies if I came over as overly negative...there are other ways around the problem, however, I think this is one fundamental OOTB feature that needs to be included, as it is a fundamental work element for many of our clients.

You have to create one somewhere else and then insert it as an image.
