Right now, you can only change the focus order on the actual slide itself. The focus order takes into account all of the objects that are present in the slide which includes objects from the Slide Master.

Hello, also to add - Even if the elements on the slide master appear on an individual slide's focus order, I cannot edit those things (images, etc.) on the individual slide. With no way to change focus order on the slide master or individual slides this is frustrating in attempting to be accessible.

Have you tried creating a Custom Focus Order for your course?
This is the second option at the top of the Focus Order window. You might be running into this issue if you're using the default focus order. You are able to re-arrange and delete objects and images in the custom focus order.
I'd like to share a quick look at the difference in functionality from the default to the custom focus order:
I have run into the same issue as Sabrina. Even when I create a custom Focus Order, I cannot remove items in the slide master. I can move the order, but I cannot delete them. It would be great if I could because they are decorative, and someone with a screen reader doesn't need to be bogged down with those decorative items from the slide master.

In the meantime, you could right-click on the object and uncheck the "Object is visible to accessibility tools" box on the slide master. Here's a video of this step!
