Depending on what you want to change it to or based on - it could be as simple as when the captions appear on the timeline. I did a really simple example here to get you started - but let us know what you're looking for and we can share some other ideas.
First I had the character in the slide master and then deleted that so I could change the state. On the welcome slide, I would like to change the state of the male character when he is asking for training.

First, I wanted to share that replying via email includes your signature here - so you are welcome to edit the post to remove that information if you wish.
Also, could you share a copy of what you've got set up - as I'm not clear on how the character is "asking for training". Thanks!
Replying via email does not include any attachments as a part of the thread - you'd need to visit the page and upload them to share here. Did you take a look at the file I previously shared? I think that may get you started at least based on displaying it for timeline elements.

Welcome to Articulate Community Forum.
It is easy to change states in Storyline. Can I get some more information to understand your requirement.
Are you using Storyline character or a custom one? How are you displaying captions (on a click, timeline etc.?)
Thanks,
Hassan

Did you get the copy of the zip file that I sent? What I would like to do is have the characters expression change when the caption is displayed?
