I can't be sure, but I think that has been done with a bunch of Motion Path animations.
It means that there is path that object moves along when something happens. That can be at the start of the timeline (that is how that begins I guess), or it can happen when a button is pressed or so on.
I would do so that opened menu item is on its own layer that has been made by duplicating the main layer. That layer the opened menu item is already open, and I would tweak to motion paths and possibly sizes of the other (closed) menu items to fit the screen nicely.
I did a rough example once again. Only the button 2 is working, but I think that you will get the idea anyways.
