Go to slide 1.5, press CTRL-A (select all), CTRL-C (copy), go to slide 1.4, create layer, press CTRL-V (paste). Delete slide 1.5 after inspection verifies that everything has been copied. Repeat as necessary.
Here is a video that shows the steps. I used right-click to copy and paste, instead of CTRL-C and V, because they show up better in the video. When the cursor is off the screen, I am changing to a blank slide.

do you mean copy the objects on the base slide to a layer?
NO. I have a regular slide. I want to copy it to put into a slide layer. Please see slides 1.5-1.7 to a slide layer under 1.4.
