custom nav top of slide on phone landscape not working

I have custom navigation on the top of my slide.  On the phone in landscape the hotspots are not working.  There is a tiny spot where if you get it just right it goes... but it is clearly having issue.  ONLY phone landscape. Tablet and PC are fine.  

UPDATED to add: there is a bug with landscape view on the phone and the top area that falls to the left of the hamburger menu.  If you have a hotspot there it will not read.  How do you elevate what is at the top of the slide to an index ABOVE the hamburger and links on the right?  That area somehow falls behind or under that div.  ON tablet and desktop that area sits ABOVE so it is a non issue.  PHONE ONLY.
