I'm not sure I understand what you mean, but if you're looking to have Storyline content play on your local drive instead of viewing it within a web browser, you may want to look at publishing for CD.
We have a client who wants their users to be able to download an excel sheet directly onto their hard drive so they can use the template. You can't use a CD on an iPad, and the viewer is pointless.

Not sure what you are trying to achieve here. An iPad doesn't have a hard drive or access to file storage (or at least something the user can access) The file in resources will open/download based on how the user has their browser setup, the default in IE if or an excel spreadsheet s to open in the browser in Safari/chrome/FF I would expect it would either download or open in Excel. This is something you have very little control over.
