Is it possible to publish to an LMS but to let the user download the content? My students have very poor internet speeds and would like to download the course to their laptops. Is this possible?
It really depends upon if you want to track the course via the LMS or not. If you do, then downloading a local copy would lose that connection to the LMS. On the other hand, if you're not worried about tracking, then you could zip up the output files and provide a separate link to that package for download.
Another option we use to do on campus was to separate the assessment and the course. So provide your learners with a downloadable local copy of the course, and then have them log-in to the LMS to take the assessment. I hope this helps!
