I am creating simple drag and drop functionality using freeform tool and the snap to center is not working at all (expected result should be to snap in the middle of the rectangle box) instead its going outside and the top left corner by selecting different settings. Before updation it was working perfectly fine. I am attaching the sample storyline file.
Issue has been resolved as i was using the March 7, 2017 (Build 3.4.10330.0) version and in this version there was issue in drag and drop snap to center. However, I have updated the new version with March 8, 2017 (Build 3.4.10364.0) and in this version this issue has been resolved.
March 8, 2017 (Build 3.4.10364.0) Fixed: Some projects would display an Available Memory Is Low error and fail to publish. Fixed: Graded drag-and-drop questions wouldn't always work in HTML5 output. Fixed: Drag items wouldn't snap to the center of drop targets in HTML5 drag-and-drop interactions. Fixed: Change-state triggers for previous, next, and submit buttons wouldn't work in Flash output.

I took a look at your file and I am not able to replicate what you are reporting here. Take a look at my test here.
Is this issue happening during preview or are you viewing the published file in a specific environment that I should take a look at?
If you feel like your software is not performing properly, I would advise a repair of the software.
