Drag and drop "snap to" issue

Hey Heroes!

I have a simple free form drag and drop activity where I'd like the dropped objects to stack offset or snap center (I've tried every Drop Target Option and none of them are visually pleasing). One of the drop targets works perfectly (4 items on one target), while the other drop items are physically separated (one at the top of the target and one at the bottom of the target).

In my re-work I created the drop target as a transparent rectangle around the original object, but it's still not snapping correctly. I've attached a screen shot of what Storyline is doing. My Drop Target Option is set as Snap to Center and there are transparent rectangles around each of the file folders as the drop targets.

As you can see in the screen shot, all 4 of the complaints are stacked exactly on top of each other, and the two addressed inquiries are separate.

Thoughts on what I can do to fix this?  I have another drag and drop that does the same thing.

In this picture where I am editing the drop correct state, you can see the little cross. It marks the origin of the  object. Objects in states can be moved away from the point of origin, which makes them appear to move when the state is changed. Look at the original of the two address notes. Hover over the Drop Correct state, and you can see that in one of them, the DC state is at the origin, and in the other, it is much lower. That explains why the two address items show up differently when dropped on the correct target.

In the attached version of your file, I have moved the DC states of them all so they appear to tile on the drop target.

The text box looks funny in the image above only because I don't have the font you are using.
