Drag and Drop Stack Top to Bottom

I have a project that I'm working on where I need to make some adjustments to a Storyline project that was created a few years ago in Storyline 2.  I didn't create this project, but I've been tasked with editing it.

There are 2 drag and drop slides, and the first one works as intended.  When the answers are dropped in the right target, they stack from the top to bottom.  I don't think this is a Storyline default option, and I suspect it was built with some kind of workaround.

The second slide needs to function like the first, but it didn't have the workaround built in.  I've spent a few hours trying to figure out how to make it act the same, but none of the built in options (tile, random, free, etc.) seem to accomplish this.

I am wondering what I need to do in order to make the second slide function like the first?  I have attached a file with just these 2 slides for reference.

Hey there Dylan, 

Thanks for sharing your file! You've got a puzzle here, for sure. The "Tile" setting should force the answer choices to stack on top of each other, but for some reason it wasn't working correctly on Slide 2.1.

To fix it, I placed hotspots over the "Can" and "Cannot" rectangles, and now the answer choices are stacking correctly.
