egg-Laying wool-Milk-Sow

Well... that would be a very direct translation for that word in German, but somehow it describes best what I am looking for in an LMS...
I am providing WBTs for almost 400 field workers working worldwide for different companies. I would love to continue working with Storyline as an authoring tool, but I need the "egg-laying wool-milk-sow"-LMS for that.
Anybody here who has experience with Storyline in combination with a LMS that
- is available online and offline (as an app)
- supports all computer and mobile devices
- is generating certificates and reports
- supports and manages tracking of recurrent and compliance courses that are repeated annually or fixed intervals...
- has an appealing intuitive user- and admin surface
Did I mention affordable 
I appreciate any tipp or note...
(I am pretty sure it is easier finding the perfect wife than finding the perfect LMS, or is it?!)

I have not a clue what that word would be in German (granted only a few years in college)...or how it translates to an LMS type, but since you share the specs here that should be helpful to other community members!
It should be noted though, that although the LMS may support all mobile devices, Storyline does not currently support Android.

The "egg-Laying wool-Milk-Sow" would be a "Eierlegende-woll-milch-sau" an animal that gives everything you would wish. Unfortunately that term is used when it is hard to find this one thing/system/object that meets all the requirements or specifications.
