Once you publish, your users don't need SL to access the material. Place it on an accessible location, and email them a link. For you to get any response from them, you will need to publish on an LMS.
An option might be to use something like SurveyMonkey, or Google. You would place a link to the survey in the SL project, and they wouldn't need a SL subscription.
