If you view an Articulate Storyline course on your local hard drive (or send it to someone else to view on their local hard drive), you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features to fail. To properly test your published content and share it with others, upload it to the environment for which it was published. See this article for details.
I am having the same issue with uploading to my LMS. I am attempting to include a pdf of a course handout when the user clicks on a download link. I am getting an error when I attempt to open my link to the pdf as follows. I load the file using presentation_content. The handout does load to "Resources" but this is not what I want the course to do. I want them to access it by use of the download button. Any ideas?

Hi, Helen -- Thanks for reaching out, and sorry to hear of your troubles! May I ask if your PDF is stored on your local drive with the project files, as described here?
Yes, it is stored on my local drive desktop. I even went in and removed the "&" and replaced it with the word "and" to avoid any special characters. I have another course that it is happening with also.
And may I ask if you are experiencing the same behavior when you test your course via the SCORM Cloud, as it is the industry standard environment for LMS testing? If so and issues persist, I would recommend that you use this form to connect with our Support Engineers for additional analysis of what may be causing the issues you are experiencing.
Thanks for the update, Helen, and I think at this point, it might be best if you were able to reach out to our Support Engineers for further investigation of the issue you are having. Please use this form to submit a case and a member of that team will be in touch shortly!
