Exit Animations Do Not Work On States

Good morning everyone.  I am having a strange issue with adding an exit animation to just one of my three states and I do not understand what I am doing wrong.  

My second state, I can add entrance and exit animations, and they work fine.  For my third state, the entrance animation works, but not the exit animation.  Based on previous posts, I have done the copy/cut and paste and then added the exit animation but this does not work.  I even tried to duplicate the second state but only the entrance animation works and the exit animation does not.

What am I doing wrong?  Thank you in advance for any information you can provide.
